The Department of Environmental Quality seeks a qualified applicant to manage the Office of Water Permits & Compliance Assistance by managing resources and providing policy and technical support to ensure statewide program consistency. This position is responsible for supervising the development of regulations, guidance, procedures and training related to water discharge permit and compliance assistance programs such that all requirements of the Federal Clean Water Act and State Water Control Law are met, coordinating with state and federal agencies and the public, helping to establish program priorities and implement new policies, and ensuring that all grant commitments related to program implementation are met. Qualifications include comprehensive knowledge of federal and state environmental water laws, statutes, regulations, and policies. Working knowledge of government operations, biology, chemistry, and water permit programs. Demonstrated knowledge in program planning and evaluation; policy analysis; and personnel and resource management. Demonstrated ability to lead and develop others; communicate well, orally and in writing; experience in developing, evaluating or implementing procedures and/or guidance, analyzing problems and complex decision making. Degree in environmental engineering, natural and physical sciences, or equivalent training/experience preferred.
