ENVIRONMENTAL SPECIALIST II, (VWP Permit Coordinator), #P4351; Richmond, VA; Salary: Negotiable Based on Experience. The Department of Environmental Quality, Division of Water Quality, Office of Wetlands & Water Protection seeks a highly qualified candidate to provide coordination and guidance to regional and central office program staff on Virginia Water Protection permit policies and procedures; conduct program audits and evaluations for effectiveness, efficiency, and conformance to state/federal laws/regulations; and coordinate with other state and Federal regulatory agencies on program related issues. Candidates must have a demonstrated proficiency in federal and state wetland statutes, regulations, policies and practices, with specific experience working in the Mid-Atlantic region. Experience with water permit programs; knowledge and experience in state and federal public participation guidelines; experience in developing, evaluating or implementing procedures and/or guidance is preferred. Excellent interpersonal skills, including demonstrated ability to communicate and negotiate effectively, both orally and in writing. Demonstrated ability to make presentations to large and diverse audiences. Demonstrated ability to effectively use computer systems and software to include MS Office Suite. Must have a valid driver?s license. Degree in biological sciences, environmental science or engineering, natural resource management, or related fields. No licensure or certification required; Professional Wetland Scientist and/or Professional Wetland Delineator certifications beneficial. Aquatic Biology, Hydrology, Botany, Wetland Ecology and Environmental Science preferred.
