Adjudications Water Resources Manager

The Arizona Department of Water Resources (ADWR) is the steward of Arizona's water future and ensures long-term, reliable water supplies to support the continued economic prosperity of the State. ADWR is continually protecting Arizona's water supplies for its next century. ADWR is seeking a Water Resources Manager to join the Adjudications Program.

This position will be responsible for managing all aspects of the Adjudications Program including: hiring and training staff consisting of hydrologists and GIS specialists; serving as principal report author and expert witness for technical investigations; designing procedures for collecting water resource information and presenting that information in a Hydrographic Survey Report; and interacting with legal counsel and the parties to the adjudication to advance the process.

Knowledge, Skills and Abilities

Must have knowledge of the complex and technical aspects of the Gila River and Little Colorado River General Stream Adjudications
Knowledge of the legal process to determine water rights
Knowledge of ADWRs direction, goals and philosophy regarding water resource management
Comprehensive knowledge of the concepts, principles and practices of water resource management, hydrogeology, and planning as applicable to Adjudications
Knowledge of information sources and research methods and techniques utilized in water resource management
Considerable knowledge of State and Federal rules and regulations regarding water resource management
Knowledge of the Groundwater Management Code, AMA Management Plans
Knowledge of supervisory and management techniques
Knowledge of Geographic Information Systems (GIS)

Skills:
Must be skilled in both written and oral communication
Must be a highly effective technical writer
Must possess skills in problem identification and analysis, in addition to problem solving techniques
Supervisory skills
Skills in providing leadership and mentoring to others
Skills in effectively managing people and dealing with conflict

Abilities:
Ability to make recommendations to Director and Legal Division staff regarding Adjudications matters
Ability to present complex technical and regulatory information in a concise and easily understood format both orally and in writing to audiences with varying levels of technical expertise

SPECIAL FACTORS
The preferred candidate should have supervisory experience and experience with water resources management programs.
