Chief Hydrologist/Assistant Director

The Arizona Department of Water Resources (ADWR) is the steward of Arizona's water future and ensures long-term, reliable water supplies to support the continued economic prosperity of the State. ADWR is continually protecting Arizona's water supplies for its next century. ADWR is seeking a Chief Hydrologist to join the Hydrology Division.

The Chief Hydrologist is a member of ADWRs executive leadership team and is the Assistant Director who leads the Hydrology Division. Directs the activities of professional hydrologists and water resource specialists in their functions of hydrologic data collection, groundwater model development and use, hydrologic report preparation and information dissemination. Oversees general hydrologic support to various ADWR programs including subdivision water supply, recharge, Active Management Area and state water planning, water rights administration and general stream adjudication support.

This position is involved in the review of unusual and/or difficult hydrologic evaluations, represents the Department and presents its position at various meetings, hearings, conferences and negotiations. Responsible for preparing and briefing the Director and Deputy Director on hydrologic aspects of important problem/programs under cooperative ventures. As the designated member from the lead state agency, represents the Department and/or Arizona in numerous executive conferences, planning sessions, technical work groups, and meetings of various intergovernmental committees.

Responsibilities also include long-range planning and developing or revising rules, regulations, policies and procedures that impact complex water resource management programs.

Knowledge, including:
Comprehensive knowledge of the concepts, principles and practices of water resource management, hydrogeology, hydrology, planning and program development
Knowledge of the principles, concepts and practices of management
Knowledge of environmental, social and economic aspects and applications of water supply and utilization
Understanding of the process of state government, including legislative and executive process and the guiding principles underlaying them

Skills in:
Resolution of complex and difficult problems encountered by industry, government officials
Organizing, planning and management of professional and supervisory staff
Inter-personal relations and negotiations as applied to contacts with officials and representatives of government, industry and other entities
Public speaking
Oral and written communication
Research methods
Analysis and evaluation of natural and economic data.
Supervising and managing professional staff

Ability to:
Lead, supervise and conduct scientific hydrological studies.
Provide technical advice in relation to hydrological data collection and management
Testify as an expert witness on hydrology and/or groundwater modeling in administrative hearings and court proceedings. Supervise other Hydrology Division staff who may testify in administrative hearings and court proceedings.
Lead development of continuous improvement processes
Work effectively with individuals and groups, both internally and externally

This position requires a bachelors degree from an accredited college or university with a major in hydrology, geology, hydrogeology, or a related field and 3 to 8 years of closely related experience.
